Could be a few things...your flapper or your discharge tube.

Or the chain that goes from your handle to your flapper(the part that opens at the bottom that introduces new water from the tank) is hung up.

Open the tank and see if the flapper is open...if it is...adjust the chain from the handle with the top of the tank off.

If its your flapper seal( when you open the tank the flapper is shut) then replace everything.

A youtube video will show you step by step....cost 20$

Question...is it running continuously or just adding some water from time to time?

If you have the old style toilet guts...where you have a...for lack of better description....a black balloon on a stick...that would be your float..it can have a hole in it..or you may be able to bend the rod to make the float sit a little higher.

Either way I guess there are a handful of reasons. It would still be easier to replace everything in that tank then to troubleshoot the problem sometimes...You would need minimal tools and again...a youtube video could get you there step by step.
