If By God you mean the Principle or Law responsible for Creation, Then no It has not forsaken No One or Thing.
It has to do with Man finally realizing that God often acts through the Agency of Man....When God uses other Agencies Man may feel Forsaken....As in the Fall.
The Fall is as much about Man's separation from God as it is about Man Realizing his Awakening Self Knowledge Power and Intelligence...God help those who help themselves - some things you must do yourself.
When we suffer that is when we call most fervently and ardently on God, when we suffer we often feel alone and abandon, often for some, suffering brings us closer to God. Suffering is Redemptive...Soul searching - rebirth. Suffering brings out the best in us for better or worst.
When Jesus the Christ said those Words at the crucifixion, it was at the time/hour of Prayer and he want to let the people know that this his torment is the Fulfillment of Psalm 22....which all human beings will experience in one way or the other to some degree.
