Now you talkin'! "Stopping the race war" has to be connected to producing justice. You don't wanna just stop people from mistreating people on the basis of color because someone else can come along and mistreat people on the basis of something else. You gotta produce a SYSTEM of justice so that it is guaranteed that no person is mistreated and also guaranteed that the person who needs help the most get the most help.
