there is no legal "american government" and hasn't been for a long time.
think of it like this;
once a spy, always a spy; there is no "retirement" - the only way out is feet first.
what does it mean to be such a good spy that one advances to the rank of nation's chief spy?
after that chief spy had become president of that same nation, why wouldn't he use the skills, contacts and info gained in a "successful" career as a spy?
and more than 20 years later that spy is watching his son hand that nation over to a Black Man ...
