"I have said this, in fact, to thousands of people in recent years, imploring Mexican friends and allies to realize the real power they have to change drug policies, and others, without fear of Uncle Sam, and imploring gringo friends and allies to understand that a potential silver bullet exists South of the Border to collapse the entire drug war game."

He is discussing legalizing drugs to take the power and corruption Washington has over Mexican officials off their necks. He spoke about the bullying of officials, the set ups of elected officials and the fact Mexico has grown up since the early days of U.S. troops being sent south to oppress them. They now realize they have power to fight back :skillet: not just in the board room, but in the streets if needed. Good read. Thanks for the article.
