This is a good thing. Presidents often do this toward the last year or so of their second term. It's one of our checks and balances principles. Many of the people receiving pardons have been in prison for at least 10 years. Their prison records are not wiped out.


Outside of Mr. Obama, can you name other presidents that acted in their first term?

Jimmy Carter pardoned all men who had avoided the draft during the Vietnam War. The only ones who did not receive the pardons were deserters.This pardon was issued the day after Carter's inauguration. (Destee, we have got to get a spell checker on this site.)

It appears first term presidential pardons do occur quite frequently. For example:

One of the most famous pardons of all was President Gerald Ford's pardon of former President Richard Nixon about one month after after Ford took the oath of office.

Here's a list of presidents and how many pardons they issued. It doesn't state how many pardons they granted in their first term. However, 10 presidents only served one term so they count. Also, if you look at those presidents who issued over a thousand pardons one can assume they granted some during their first term.
