It is not illegal or unlawful for a citizen to video tape law enforcement as much as the latter does not like it.

Police officers operate in the public for the public interest. What they do can be seen by anyone.
What law enforcement doesn't want is video of them violating procedure or breaking the law. Can be used as evidence against them.

Let the officer act a fool on you in the street so you can act a fool on him in court .... with a hefty settlement afterwards.
