are they the posters local time? how are time zones handled?
im pretty sure there in the time of the persons puter whos readin the post

It's for local time zones. If you want to confirm this look at the time a post was made, select another time zone in preferences, look at the same post again.
what does that mean?
I've noticed off time stamps also, I think it has to do where the server is, or how the software prioritize postings.
The application probably stores everything in UTC or it's local system time and then attempts to convert to the user's local time.
ok, it's showing me local philly time. 2:47PM
it's converting PST into EST.
