One village had epidemic rates of HIV/AIDS while the other one had virtually no cases. After much research on their similiar culture and lifestyles it was discovered that the men in the group with the high HIV/AIDS rate were all uncircumcised while the religious practices of the other village dictated that their men be circumcised. Apparently the lining of the foreskin is extra-ordinarily vascular which greatly aids in transmission and transfer of the virus. When this was discovered the researchers went to the elders/leaders of the affected village and offered free circumcision in cooperation with the local medical clinics etc... They recognized that the spread of AIDS wasn't going to be stopped completely by circumcision but it would at least help. Citing their own village's religious beliefs the elders politely and succinctly turned the medical team's offer down.
The connection between circumcision and AIDS transmission has been made before. It is believed to be the primary reason why AIDS has devasted Southern & Eastern Africa, but not Western Africa!
