I believe I'm seeing your special talent and knowledge from these explanation and video posts. Wonderful! With a decent shortwave receiver one can actually monitor HAARP transmissions in AM mode. Sometimes the transmitting mode will change to CW but for the most part AM is received best. I have an Icom R75, a Uniden BR330T and a couple of SDR's and can receive HAARP Gakona on a myriad of frequencies clearly.
The Russian Woodpecker OTHB-R complex that was actually built to detect USN SSBN TIID-3 sea launched ballistic missiles from over the horizon via ionospheric beam steering techniques was mistakenly believed to be the very first effort at HAARP ionospheric weather controlled weaponizing due to the massive ERP it produced causing global RF interference throughout the entire communications spectrum. This complex with it's ultra massive power generating needs was the sole and very secret reason the Chernobyl Nuclear Power Plant was built.
