Who exactly gets to be endowed with the term "Black"?

People from India are Original people. The Untouchables are the darkest of the Hindu caste system and that is because they refused to merge with their Aryan concquerers.

I personally try to identify cultural characteristics as issuing from a particular cultural milieu or horizon. I tend to look at recurring motifs in a society's culture and find connections. Indeed, the Untouchables were part of a cultural milieu that associates them with other Original People of the Southern Hemisphere. Dr. Marimba Ani prefers the term "asili" to isolate and compare cultural thought.
