The cop has an amiable relationship with the Drug lord and the feens.. but goes after the dealers with unbridled aggression. If you look at his body language when he talks about the drug lord, you can see that their is more of a relationship there. We can't forget that a bunch of that drug money ends up in police-pockets.. directly and indirectly.
