In 2011, Wikileaks published bombshell reports showing that the U.S. began to use all channels, diplomatic and otherwise, to stop a minimum wage
increase in Haiti. At that time, Think Progress reported on how U.S. operatives went into overdrive to prevent a movement to increase wages for people living in one of the poorest countries on the planet:

In 2009, the Haitian parliament unanimously passed a measure that would hike the Haitian minimum wage to $5 a day. Yet much as the United States government mobilized to protect Big Oil’s profits a few years earlier, American diplomats immediately protested the hike in wages.
Contractors for large American clothing firms like Fruit of the Loom, Hanes, and Levi’s began protesting the increase in the minimum wage, aggressively lobbying the parliament and the populist Haitian president, René Préval, to reverse course. They were soon joined by American diplomats who began to lobby the Haitian government as well, arguing that it would be too costly for textile manufacturers.
Now, an article published by Counterpunch goes even further, describing the attack on living wages, as well as discussing the role of some key officials played in keeping Haiti impoverished:

The Governor General of Canada is a Haitian, what are the politicians in Haiti doing. Can't they see the serious problems that are affecting this country. Two years since the earthquake, people are still living in tents.
The multinational companies and those that thrive of the cheap labour of black folks should shake their heads in shame.
 
The minimum that was being sought was $5.00 US a day which is about $2.50 Barbados.

White folks continue to pull the wool over the eyes of black folks.


These companies continue to reap large profits. Yet black folks continue to buy these products which are being made by the sweat and tear of folks in Haiti and other countries. What does President Obama think of this. The president of Haiti has no integrity. Haiti has been an independent nation longer than the USA and yet this country continues to be the poorest in the western hemisphere. When the Haitians were claiming that the cholera outbreak was as a result of the UN soldiers, they were scoffed at and now the report is out, the UN soldiers were the ones who threw raw sewage into the rivers. I am not sure what this says for us as black people, All I can say is what one of our calypsonians say. THE POLITICIANS ARE LAUGHING AT AT BLACK FOLKS. White folks intention is to destroy black by every means possible, and a having a black government says nothing. The Governor General of Canada who is a Haitian should use her position and lobby for companies to do business in Haiti to help those who are living in poverty. Money was sent to Haiti, but nothing has trickled down. There is a serious problem within the thinking of black people. It seems that once those who have two car garages, food on their table and their children doing well in school nothing else is important. I am not impressed with the president of Haiti. Haitians continue to use fire wood. They cut the trees down for fuel so whenever there is heavy rain the top soil is washed away.. Does a leader not have an energy plan for his country. How can these people who claim to have the interest of black folks at heart sleep at night. People think slavery has been abolished...but that is not true. Today black folks are enslaved by their own thinking. Men like President Preval and the others should hang their heads in shame.


Unless the Haitian people become more educated and begin to really think for themselves..nothing will happen. A country that keeps its people illiterate will always be controlling them and alllow others to control them. How long will the Haitians continue to suffer?

My understanding is Haiti didn't exist until 1804.
Prior to that year, its name was St Domingue and was a colony of France.

The United States was merely an association in 1774.
In 1776, this association of colonies declared themselves independent nations.
The United States is actually a federation and not a nation, but is treated as one in public international law.
