    Rather than restricting access to publicly funded scientific research, the rule should be: if taxpayers paid for it, they own it.

    This is an op-ed piece, but I agree with the sentiment. There's no reason to charge for already funded research. It's looking like people pushing for this bill want to generate more revenue and protect the revenue of other non-free scientific journals.
