To me it looks like this STEM business is designed to make money for people claiming to teach STEM.
It doesn't take a lot of research to find that a lot of engineers and scientists were inspired by science fiction when they were children. So if the objective was to encourage and teach science among grade school kids then pointing them at GOOD science fiction would be an "inexpensive" thing to do. But instead they have some kind of state competition for $200,000,000.
