There is a lot of kids that are being abused and neglected by people who insist on having children, but yet have children without the means and lack responsibility to take care of these kids.

I'm not speaking on everyone who has children and are going through rough times, due to job loss or disability. I am speaking about those who abuse the system, through section-8, food stamps, and other government benefits and use their children as pawns in order to gain these "luxuries" (as these people treat it as such).

IMO, I believe that one should have to take steps to make sure you qualified to have a child.

Like a questionare, psyche evaluation, parenting class, counseling, etc.

This may seem like a communistic approach, but not everyone deserves to have a child.

You have to have a license to have a dog or a cat, drive a car, but anyone can have a baby? Even if they are unfit?

It's a lofty idea, but unfortunately, the act required to create the child would be difficult to police.

What would you do, force abortions, for those who find themselves pregnant yet not approved?

    Love You!

They would be given to those who cannot have, but what a child....

    But I'm more sadistic...
IF I could I would require that all women have some sort of device implanted so that they would not be allowed to have children, and if they denied it, have them jailed if they get pregnant and then have their baby taken away from them until they can properly take care of the child but until then the baby will remain in a more fit enviornment.

And what entity/agency will facilitate these adoptions?

And what entity/agency will dictate/facilitate/expedite a "more fit environment?"

Under this system of yours, will there be any concessions or restrictions according to differing tax brackets?
