Seattle Police Chief John Diaz retired Monday as his department faces a court order involving use of force by officers.
The announcement came after difficult negotiations led the Police Department to enter a court agreement with the federal Justice Department last summer to address concerns that officers were too quick to use force.

Detroits police department had to enter a similar agreement. This only happens when there is a serious violation of civil rights. They were arresting people and holding them for gp. They killed a deaf mute for not responding to an order to drop a loaded rake. Even as his neighbors screamed to the four cops, "He cant hear!" I can only assume they are doing similar there
