Police in Chicago have "no regard for the sanctity of life when it comes to people of color" and have alienated blacks and Hispanics for decades by using excessive force and honoring a code of silence, a task force declared Wednesday in a report that seeks sweeping changes to the nation's third-largest police force.

The panel, established by Mayor Rahm Emanuel late last year in response to an outcry over police shootings, found that the department does little to weed out problem officers and routine encounters unnecessarily turn deadly.

The group concluded that minorities' fear and lack of trust in law enforcement are justified

None of the gangs in Chicago have any regard for the sanctity of black life. And the cops are just a highly organized gang.. backed by the State. Their behavior fits right into the gang culture of that city that has existed there going back to prohibition.. and probably before that.

Most of our relations were or are as law abiding as most whites etc.

Only in more recent decades have our black youth chosen being gang membership over a job to make a buck...

Oftentimes white youth did, and that only ended in the forties, after the great depression.

It was the chaos ushered in by european immigration etc which reflects what's being claimed here...

I. e., some ex white gang members (who became white cops), already
had been victimizing our black folk
(in the cities) for several decades...

It was the movies (of the thirties) which glamourized being a criminal:

And that only got challenged when white ministers spoke up too...

Also do keep in mind the other role of police officers during slavery days, i.e., returning runaway black slaves to their white masters!!
