    Unfortunately very few uniform law enforcement agencies either refuse or are financially unable to adhere to the national standard for uniform patrol equipment and training. Historically up to the mid 90's NYPD, NYCTAPD and NYCHAPD adhered to a reactive doctrine and at most would intervene in criminal conduct via radio calls, citizen complaints or patrol pick-ups. Interaction with the citizens within a sector were excellent especially with an MOF assigned to a foot post. The only distraction was NYPD-TPF units who's sole existence was to patrol high crime precincts, 4 MOF's to an RMP and give nightstick haircuts to 3 or more mutts congregating on street corners who didn't have the sense to disperse upon arrival of TPF. TPF was comprised of problem MOF's with pages of rips that the precinct CO's complained about. After TPF was disbanded and most who possessed motorcycle endorsements were dumped into HWY the rapport between the citizens and the sector MOF's resumed. NYPD became violently proactive when bald headed Herr Giuliani blended the individual departments into NYPD with TA and HA being relegated to NYPD-Transit and NYPD-Housing divisions. The patrol guide was revamped, NYPD ramped up Quality of Life crimes RMPs, zero tolerance policy and stop and frisk was set loose upon NYC & HELL followed with them. The Civil Service Commission was forced to adopt the failed Affirmative Action Program for candidates who didn't meet the traditional height/weight requirement and candidates with M1/2 convictions were ruled on a case by case basis. After The Korean Conflict military men who returned from combat were no longer being re-acclimated back into civilian life, many were appointed to PD's with drug addiction problems, mental health issues especially PTSD, the urban guerrilla warfare mindset, steroid use and the usual racist, bullies, sociopaths, wins, skells, dirtbags, mutts, vermin and screw-heads and wannabes. NSU was the down-slide of real men among men. The new young Turks infesting NYPD are completely out of control. It's these knuckleheads that destroyed hard working decent MOF's from getting perks and other stuff on the arm GOD forbid somebody would try and reward a real MOF with a treat. I believe more innocent Black men and women have been summarily executed by NYPD MOF's since 1995 then all the Black men and women shot from 1960 to 1995.

    Good one NNQ. Rockwell Collins designed the helmet for the F35 pilots that pretty much meets the USAF/USN criteria for multi-vision sight availability day and night, ultra high altitude to ground hugging, nap of the Earth tercon flight including inclement weather, long range detection, identification, tracking and weapons engagement of enemy aircraft. All for a paltry $400,000K So I would venture a guess that they could come up with some type of head or body worn vision system that could not only detect a metal object but reveal it's shape be it hidden in the perpetrators clothing or in his hand. An added bonus would be to have it detect explosive or gunpowder elements like military and law enforcement Canines are trained to detect. I wouldn't even want to estimate the cost, well except if the helmet or body worn device could meet the criteria for Federal, State or organizational matching grants and funds.

    As far as options involving law enforcement intervention in a hostile environment the answer is complex and at the worst of times depends entirely on the situation which can be fluid at best. Many factors have to be considered before a shoot, no shoot option is decided usually within a split second to several minutes, hours or even days in hostage barricade scenarios which more then likely will further complicate the shoot, no shoot decision. Only a well outfitted and trained level headed officer skilled in de-escalation techniques should be allowed on the street. In America today that is pretty much a pipe dream, not the stark reality that we as a race with permanent bulls-eyes on our backs, chest and foreheads and racially tolerant law enforcement administrators fear the most.

    Step 1: The NYC/NYS Civil Service Exam. The NYC/NYS Civil Service Commission is the sole agency that formats exams for employment positions to become qualified to take any exam for any NYC/NYS agency. this will be first, last and only exam that does not discriminate in any way. Actually it is a generic test of an applicants aptitude and understanding of general skills (Of what? I have no idea?) Military members get an automatic 5 points. Back in the day 75% was passing and the exam template went from 100 to 75 in the test takers first letter of his last name. If two test takers have the same identical test score and the exact same last name then the applicant who was born first gets the slot. There are no shortcuts with NYC/NYS Civil Service exams. Political string pulling, nepotism or bribes mean nothing.You cant get any fairer then that. In Cop World that will be your fist, last and possibly your only break in your career.
