Three years before the 9/11 attacks, the U.S. was so worried about Osama Bin Laden it sat down with the Taliban to discuss an assassination, newly declassified documents reveal.

The State Department cables, detailed by CNN, show diplomat Alan Eastham secretly met with a close aide to Taliban boss Mullah Omar twice in 1998.

The Taliban was in control of Afghanistan - and providing safe haven to Bin Laden - but the regime was officially unrecognized by the U.S.

However, after Bin Laden's Al Qaeda network carried out the deadly bombings of U.S. embassies in Tanzania and Kenya, the U.S. approached the Afghan rulers for help.

At a November 1998 meeting, Taliban rep Wakil Ahmed told Eastham one way to solve the Bin Laden problem "would be for the U.S. to kill him, to arrange for Bin Laden to be assassinated."

Ahmed even suggested the U.S. use a cruise missile. He explained the Taliban could not turn over Bin Laden because it would undermine the regime's support among the Afghan people.

"[They] would not understand why the Taliban had expelled a man who was regarded as a 'great mujahid' or Islamic fighter during the war against the Soviets," one cable said. "They would reject the Taliban if the Taliban took this action."

The U.S. take on the situation was that even though the Taliban's supreme court had cleared Bin Laden of terrorist activity, the matter wasn't closed.

But after a second meeting a few weeks later, the Taliban position hardened and Ahmed told Eastham that Bin Laden was considered "innocent" of the embassy attacks.

"It's unbelievable that this small man did this to you," he said.
