We are talking about the formation of an organized group for poor people and not the poor people themselves.

If they organize into a group, it will have a committee of leadership. The few commands the structure supported by the many, it will become an oligarchy in accordance with the Iron Law of Oligarchy especially as the group or society becomes more organized and institutionalized.
