My reasoning for saying it looks a bit stange/suspicious was that it doesn't seem logical that someone would play this game in the middle of what appears to be a mall. It seems the likelihood of getting away would be diminished significantly. Also, the person on the camera would definitely not missed the impact if the impact was the object of the game.looks like more propaganda to me...

Now dude was running in her direction and she was walking towards him. It's possible that she might have gotten suspicious as he closed in on her running...might have read it on his face. Camera dude might suck at being a camera dude. So, I'm torn on what's what and am withholding judgment pending more info, but at the same time I'm not ready to dismiss it as "more propaganda."
What is your reasoning for calling it propaganda?
