    From the start I have said the blaim should be set at the feet of the Mayor first and the Governor second for this disaster. The Mayor didn't follow his own evacution plan..why??

    10AM CDT - Mandatory evacuation is ordered for New Orleans City by Mayor Nagin and Governor Blanco[12] after having been requested the previous day by National Hurricane Director Max Mayfield and President Bush [13]. No public transportation is afforded the mostly poor citizens contrary to what the disaster plans called for. However, Nagin urged those people to seek rides with friends, family, neighbors and church members.

    How can Mayor Nagin be blamed? He begged the government for help... they did not listen to him.

    State government officials don't have as much power or access as federal government ones.

    How can he not be blaimed?? He's the mayor in charge of the city. He could have funded levee improvements, but he didn't instead the city spent money on the convention center and moving Harrods casino into the city. They moved roads around to make room for the casino, that money could have been spent on levee upgrades. He simply didn't care enough about his citizens who elected him.

    As the Mayor of a city that vulnerable to hurricanes, and this was no news to anyone. He should have done everthing he could to get the city ready. He didn't even use public transportation, all the busses sat under water. He didn't provide food for the evacuees at the superdome he told them to bring their own.

    I'm not excusing FEMAs slow responce here at all. I am saying the Mayor is not innocent, especially when he ignores his own disaster plan.
