2 Pa. Judges Admit Jailing Kids For Cash

(CBS/ AP) Two Pennsylvania judges charged with taking millions of dollars in kickbacks to send youth offenders to privately run detention centers pleaded guilty to fraud Thursday in one of the most stunning cases of judicial corruption on record.

Prosecutors allege Luzerne County Judges Mark Ciavarella and Michael Conahan took $2.6 million in payoffs to put juvenile offenders in lockups run by PA Child Care LLC and a sister company, possibly tainting the convictions of thousands of juvenile offenders.

The judges pleaded guilty in federal court in Scranton to honest services fraud and tax fraud. Their plea agreements call for sentences of more than seven years in prison. They were permitted to remain free pending sentencing.

Incredible...simply incredible. I want to know the names of the companies involved---did I miss that? Why is it even legal for private companies to own prisons or jails when the economic structure implies they would HAVE to find a way to stay in business?? It's an open invitation for corruption and modern day enslavement. There's no telling how many black kids wound up in the trap; I just hope no more of them give them any ammunition to pull off the game. SMH...

Michael Moore did a good stint on this ish in

    "Capitalism; a Love Story "

Luzerne County hired a for-profit, private company to deal with juveniles, owned by two entrepreneurs, one of whom was attorney Robert Powell.Times Leader, January 27, 2009

: "July 2001: A group of private developers called "Pennsylvania Child Care" sends Luzerne County an unsolicited proposal to build a 48-bed juvenile detention facility in Pittston Township ... The principal investors were identified as Greg Zappala and attorney Robert Powell."

Robert Powell's friend Judge Michael Conahan used his influence to shut down the county's public juvenile facility, and helped Powell get the $58 million contract to provide services to Luzerne County.Times Leader, January 27, 2009

: "October 2002: Conahan publicly announces that judges will stop sending youth to the [public juvenile facility] River Street center at the end of the year because the building is too rundown ... December 2002: Conahan takes official action to remove funding from the county budget for the county's River Street center. County majority commissioners approve the court's budget request. The court returns the River Street center license to the state,

essentially closing the place... Oct. 20, 2004: [Commissioners] Skrepenak and Vonderheid vote to lease the Pittston Township detention center for 20 years at a cost of $58 million ..."
Hillary Transue was placed in detention for

making a MySpace page mocking her Assistant Principal.New York Times, February 13, 2009: "At worst, Hillary Transue thought she might get a stern lecture when she appeared before a judge for building a spoof MySpace page mocking the assistant principal at her high school in Wilkes-Barre, Pa. She was a stellar student who had never been in trouble, and the page stated clearly at the bottom that it was just a joke.

Instead, the judge sentenced her to three months at a juvenile detention center on a charge of harassment."
Robert Powell, one of the owners of PA Child Care, cut a business deal with Judge Conahan and Judge Ciavarella, paying them $2.6 million to help the for-profit juvenile

facility.MSNBC: "Prosecutors say Luzerne County Judges Mark Ciavarella and Michael Conahan took $2.6 million in payoffs to put juvenile offenders in lockups run by PA Child Care LLC and a sister company, Western PA Child Care LLC."
Times Leader: "Ciavarella and Conahan pleaded guilty to federal charges that they accepted more than $2.6 million in kickbacks in connection to the construction and operation of juvenile detention facilities."
UPDATE: Times-Tribune: When a judge refused to grant lenient plea deals, Ciavarella and Conahan withdrew their guilty pleas in August 2009; however, they are expected to be re-indicted and tried.

Robert Powell enjoyed his ill-gotten gains on a private jet and a private yacht, called the "Reel Justice."Times Leader: "[Powell] owned a 56-foot yacht named "Reel Justice," and a 12-seat Rockwell International jet is registered at his business address."

    6,500 kids were unjustly convicted.

2 things any ethnic group or group of people usualy respect and love are their children and their elders,

when Ws brother rgged the Savings and Loans scandal,
defrauding millions of elderly white folks of thier pensions and life savings.

I told sisters and brothers, if these folks will do this kinda crap to their own nana and grandpa

what the hell do you think they will do to us, or have planned for us!

    now we see them doing,
    this to their own kids

how many wake up calls do we need to see the imperative towards some form of Black nationalism??????

yeah.. I remember when this story broke.. sad to say, I wasn't surprised one
bit.. this is what they do.. these are just the ones stupid enough to get caught.

there is no democratic form of government that can protect the people from
the protectors... we are at their mercy. Privatized prisons are a way of
redistributing profits from the public sphere to the private citizens. 37 billion
was spent on prisons nationwide in 2007.. that's a good chunk of change..
Corporations lobbied their government to siphon some of that to fill their
vaults.. and their government said okay.. so now crime does pay. A rise in
criminal activity leads to more arrests.. more prison terms.. more money more
money more money. You got to love the swiss-pocket-knife aspects of
capitalism.. the money don't know where it comes from.. and the people
that hold it, don't give a dam either so, bloody money, sticky money,
muddy money is all the same thing..

it's legal because our government is for sale.. and corporations are people too..
people with deep pockets. The downtrodden are the only thing that america
produces.. they are the number one american crop.. and our economy
squeezes every drop of profit they can from each and every one.

This is a shame but I'm not surprised. Everyone is out to make a buck. I remember all these boot camps popping up several years years ago then they disappeared after reports of abuse and neglect of kids came out. It seems like the safety of our youngest and oldest people are not thought of these days....
