I believe that some do blur the distinctions, i. e., presume and and assume 'all' who merely can and do get identified with being of the same ethnic/racial/etc. background also can and should share the blame for the shortcomings of others they don't feel or think or act like a relative handful...
Otherwise it was and is about folks choices, i. e., who merely goes along to get along, (hence are also guilty by default), (aka those who are passively or actively a part of the problem), as opposed to those who are also standing up/speaking out, (as in those striving to be a part of the solution...
