So, how did all those white immigrants like Italians and Irishmen rise up? It certainly wasn't by owning slaves since the time they started arriving was long after slavery had ended. And it also wasn't because of their white skin since their Catholic faith put them at the bottom of the ladder in our oh so Protestant America. So, how do you explain that?

That didn't answer my question about the rise of immigrants.
In in several respects, at least, I think it did.
Those "white elites" or protestants did not care for the irish (nor later to come the italians),
but they made them 'honorary yts' in order to keep 'you people' (<<lil'levity there) in line.

If we look at the history of law enforcement, the institution at its origin
was mainly given to the irish folk. Not to check black folks originally,
but as a buffer to deal with the social deviant paddies. Which is how
