Gun violence in Chicago is down 23% this year and is at its lowest in 50 years, since 1964. This figure includes the AK-47 attack in the predominantly Hispanic neighborhood where 13 people were shot at a neighborhood basketball game in the Back of the Yards over the weekend. The perception of increased violence is NOT the reality. <embed src="http://cnettv.cnet.com/av/video/cbsnews/atlantis2/cbsnews_player_embed.swf" scale="noscale" salign="lt" type="application/x-shockwave-flash" background="#333333" width="425" height="279" allowFullScreen="true" allowScriptAccess="always" FlashVars="si=254&&contentValue=50155530&shareUrl=" /> NOTE: Notice in the video how shots of the injured and then residents in the neighborhood (approx. 50% Hispanic, 35% black and 15% whites) show ONLY blacks (the media skewing the "perception") while people milling around the park where the shootings occurred are of all races. The phenomenon of gangs started in America with white gangsters during Prohibition. Its birthplace, Chicago, today has approximately 600 gangs. Mainly black and Latino, there are very few (if any) white gangs in the city. Thus, the solution to the problem of gang warfare lies not in looking at blacks and Latinos, rather by looking at the whites who started them. Why have Italians, Jews and the Irish, mainly immigrants at the time of Prohibition, seemingly abandoned them? What is different today for the great-grandsons of those groups that they feel no need to follow in their ancestors' footsteps? While thinking about that, ask yourselves why are whites arrested AND convicted, nationally, for drunk driving at a rate of 7 times greater than blacks? Then factor in the REALITY that cops let whites off with 'warnings' (upping their drunk driving from an official 7 times to an unofficial, and conservative, estimate of 10 times MORE criminal behavior than blacks, 99% of whom stopped are cuffed on the spot). Why? Is not "crime," crime? They've been killing each other, us, and anyone who gets in their way through vehicular homicide for close to a Century, killed more people while Driving Under the Influence than Al Capone ever did with his and his cohorts' gangland violence. So why haven't black people taken up the criminal mantle of Vehicular Homicide and surpassed whites? What are the factors involved.... for each race? There is, however, one fact that can be pointed out that Chicago seemingly shares with no other big city when it comes to gun violence - namely, that you are more likely to be arrested and convicted of shoplifting than of shooting someone with a gun. People who shoot other people are RARELY arrested and almost never convicted. In short, it's not so much the proliferation of guns, but that with exception of "retaliation," there are rarely consequences to gun violence. Few shooters go to jail, gang-bangers or otherwise. So although Chicago gun violence has gone down 23% over the past year, it is NOT due to the criminal justice system.
