Don't know what happened forum on Haiti but am starting a new thread with this recent research done by a former Peace Corp Worker he is a cultural anthropologist who has been working in Haiti and the Dominican Republic since the 1970’s. The best part is he is fluent in both Creole an Spanish, and able to interpret phrases with the correct meaning for both countries, not just literal interpretation.

This is one of the best I have ever read. It's 50 pages an you will need to read it in its entirety in order to get the greatest understanding.

Concerning the regularization of foreigners, we are having the following problem with providing help to Haitians. The Dominican Republic has waived the fees charged for residence applications. BUT the Haitian government has the following costs for documents. Which in fact most Haitians in the country cannot afford. These prices are in US dollars.
We cannot provide residency without these documents.

SANTO DOMINGO -. Haitians in Dominican Republic complain that its embassy in this country requires them $ 80 for the renewal of a passport, to receive in three months, $ 100 if they wish in particular delivery month, and $ 50 the birth certificate.
Also criticized its diplomatic representation has not created an information service, as only the secretary offered them information on the side of the embassy.
It was learned unofficially that Haitians in Dominican Republic awaiting a decree that would give its Haitian President Michael Joseph Martelly, according to the forward, pay $ 50 for the issuance of the passport and birth certificate.

The first part of the report deals heavily with the topic of race. A comparison and contrast is given of Dominican and Haitian racial classification systems. The guiding conclusion is that there is more concern with racial differences in the Dominican Republic than in Haiti, but that these strictly racial concerns (which affect black Dominicans as well) are not a major driving force in the perceptions and sentiments which Dominicans have of Haitians.

The Dominicans are much more concerned with racial differences than Haitians, the article begins.... and yet.... and yet, their "perceptions" of Haitians is barely affected by Dominicans notions of race.

Uh huh. If this is the "executive summary" of the report, no need to read further. The bias is just too overwhelmingly evident. SMH

Maybe just maybe you need to read the report without your bias. Or paraphrasing the summary so it agrees with your biased view.

No, it is the summary that is biased. If not, the author does not articulate his/her position well, thus, no need to be tortured by the rest.

Btw, I did paraphrase the summary, to which you are objecting, as well as copied and pasted the summary in its entirety for all to make their own opinion on.
