Emergency managers in Black cities have a cousin by another name on the international stage
    .

An important inflection point will be the Sept. 12 decision of Germany's Constitutional Court in several cases challenging the constitutionality of the EU's permanent bailout fund. The proposed European Stability Mechanism would strip decision-making authority from national elected leaders and put it in the hands of a group of technocrats with permanent immunity from prosecution. (In USA this process is known as Emergency Managers law.

On the international stage The World Bank & IMF create conflict which is cordinated to divide black aganist black to justify an intervention. (2) Money is loaned in exchanged to privatize mineral and mining companies to white people. (3) the deal is set and transfered from physical colonial rule to financial occupation via corrupt african leaders who are bought off (Emergency managers in effect puppets).

In Central and South America the white man breed mulattoes to do they same thing they do in Africa to suppress the black and transfer the wealth to the whites.

We have one here, and he did strip the city government of its powers.
As much as I don't like it, he has been making progress. The commissioners had for decades allowed my home to decay down to almost nothing, spending decision making time bickering between themselves, while the city was falling apart. In his first year here, he managed to have a surplus where before we were always in debt, due mostly that he limited the greed of the commissioners sucking us dry.
No, I hate that our elected officials have no power. But this man is getting the job done.

edit: Benton Harbor. MI in case anyone wants to look it up. We've been in the news a few times.

    You are fortunate.

In South American countries, cities would be stripped of their public services through privatization after defaulting on borrowing terms to foreign lenders.
