    This just seems like a wasted opportunity. Where are our Black leaders on this one? That they even have to bring in Mexicans to handle the work load of so much rebuilding. In an area that was reported to have a lot of poor blacks without enough jobs. If they really wanted to work, should have been a way to get the people to come back, or ones that stayed, and use this as a chance to learn a trade and at least start with above average pay for unskilled workers. Learn a trade, help rebuild your neighborhood, have plenty of work and earn above average pay for all skill levels.
