    Old fartbags like Joe Arpaio and other hateful blind with rage law enforcement officers of that ilk gravitate to the politically powerful coveted "Office Of The County Sheriff" since historically it was and in some jurisdictions is as powerful as the Office of The President Of The United States. Joe Arpaio knew to hire just enough Chicanos and Blacks to keep his personal ethnic cheerleaders afoot to deflect internal charges of racial injustice. He accomplished this by having the right as a voted into office County Sheriff to redirect his annual budget from department to department without oversight. He could in reality close his entire patrol force or double or triple his Court Protection unit just because. Many Sheriffs in states that have massive co-op ranches actually possess the sole authority to deputize the ranch employees and grant them limited Peace Officer powers with the power to possess firearms and use deadly physical force without so much as attending any type of law enforcement training academy. Irregardless of many County Civil Service Deputy Sheriffs positions in place in agreement with recognized union protection a County Sheriffs deputy serves in his position at the pleasure of The Sheriff and can be dismissed without cause. This has been debated and thrown back and forth between lower courts and Appeals for decades now. There was a Sheriff in the Northeast who won every election in his illustrious career by promising his constituents that he would have all the radar units removed from his road deputies patrol vehicles. That's a significant campaign promise and it worked every time.
