    What is that about?

    Charge Black folks working hard to make ends meet,
    a higher tax or water bill,
    other then a building owners bill?

    The MUA plan, however, is only tangentially about service. It’s mostly about Newark’s need to find quick cash to patch a budget deficit. Last year Mayor Cory Booker raised the prospect of creating an MUA to sell bonds: Some bonds for repairing the water system’s infrastructure, some to pay the city $50 million the first year, $40 million the next — and still there would be budget cuts and layoffs and privatization of city services.

    Protesters railed against selling off the city’s valuable asset and predicted skyrocketing water rates. As re-election time neared Booker said there was no reason to rush, let’s have another study. And cool a volatile issue until after the election.

    This week the newly re-inaugurated Booker told the council there’s no time to delay. Approve the MUA in two weeks so we can sell the bonds in time to patch the budget. That meant the first vote for approval had to come at yesterday’s council meeting.
