with the amount of black people in law enforcement,and armed services,I'd say maybe,maybe because I don't think the average person is armed or trained,plus lack of orginization like the first post said. It would also depend on the African American population numbers in your area. In these days,live near black population centers,you'd be safer with more black law inforcement,and military near. Militias know which neighborhoods to stay away from.

We act like crabs in a burl when we try to form some type group. On top of that we would have to deal with snitches within the group! Maybe a few of us would be ready but the majority would not be ready.
