No because only "qualified" individuals can access them, such as nurses or doctors who provided care. Even an external doctor must be given permission by the patient, which is "patient consent to release confidential or privileged information". Medical records are highly restricted.

Another exception being law enforcement which includes foreign governments .....

There is no privacy in public (business).

If you want to increase privacy, you either would use an alias, an agent, or avoid using services that require divulging personal info.

Another option is to greatly restrict what you tell others or place on applications. They don't know what you don't reveal either by writing or speech.

Most organizations want your personal information for purposes of establishing accounts for credit. Avoiding credit can boost your privacy.
 
However, where healthcare records are concerned...this is not a free for all. There are certain agencies like disease control, who mandates all healthcare facilities to report certain cases, but that information would only be used for statistics, exploring outbreaks and the like. IMO, confidentiality of your health records are in tact:) .
