Actually Bush is waiting for the Defense of Marriage Act to be reversed. If that act is reversed in congress he will then have a clean slate to Passing an Anti-Gay Marriage Amendment.

This legislation was passed in 2003.

this the very thing sista Bernice King who lit the torch from her father
tomb in a march advocating a ban on gay marriage.

Coretta scott King , a long time supporter of gay rights has often invoked
her late husband's teaching while advocating tolerance & equality for gays
and she recently denounced the proposed national constitutional amendment
to ban same sex marriages in March 23rd from a speech at New Jersey's
    Richard Stockton College.

I don't think Bush feel it's any important then doing what he want to do
and that's to control countries not any gay amendment
