Take Columbia, Missouri, it has long had one of the lowest overall unemployment rates in the country; it's now down to 2.5%, but black unemployment is far higher.

The employment rate can be lowered in two ways. One way is for more employment to occur through out the population. That is the implied effect they put out there about a lowered unemployment rate. What they do not tell the american people is that the other way is for people to cease seeking employment. See the labor market consists of the employed + unemployed. Those people they consider not seeking employment are considered out of the labor market, and therefor not counted in their unemployment calculations. Essentially, the unemployment rate is a false indicator of how well the economy is doing for many minority communities.
