There are very few recorded instances of Black Africans settling down in the Russian Empire.

russian_boy ... why do you think the above is so ... if the relations are good as you say?

Or ... maybe ... that is the reason relations are good (in your opinion) ?

If we are talking about Russian empire, there was some examples of black immigrants to Russia in 18 and 19 centuries. The black people who live in Russia, called Araps, there was not black slavery comparing with States. Mostly, those people were free.
