"A number of factors are considered when making flight assignments; these decisions are personnel matters for which NASA doesn’t provide information," NASA spokesperson Brandi Dean said via email.

... “My sister Dr. Jeannette Epps has been fighting against oppressive racism and misogynist in NASA and now they are holding her back and allowing a Caucasian Astronaut to take her place!” Henry Epps wrote in a Facebook post Saturday, (The post has since been removed) he linked to a MoveOn.org petition asking NASA to reinstate Epps.

Epps said that she did not have a medical condition or family problem that would have prevented her from participating in the mission and that her overseas training in Russia and Kazakhstan had been successful.

I may be wrong but knowing politics and space it would appear publicly rather awkward but within NASA/CIA/WH decision makers this move was probably deemed extremely risky since she would be transported by a Russian Soyuz rocket from Kazakhstan yet. To have a former CIA technician (And like the Mafia, CIA agents never leave the agency) "Black or White" qualified in ELINT, COMINT and SIGINT specialist transported by a Russian Soyuz rocket from a Russian missile base to the ISS so soon after the joint NASA/Space-X secret spy satellite fiasco that seemed to disappear into thin air would really be a slap in the face to Putin. There have been a number of Black astronauts that have set foot on the ISS but as far as staying the night, several FOI's requesting confirmation of such have been either rejected or outright ignored. She'll have her day but not just yet.

Alongside Epps, Auñón-Chancellor was one of 14 astronaut candidates selected out of some 3,500 applicants for NASA's 20th astronaut class in 2009. She has a medical degree and previously served as a surgeon and managed medical operations for a range of NASA missions.

I can see where long term stay, a surgeon or Medical trained person would be rather more useful than another aerospace engineer,
