    Who thought of this?
    Nixon?
    Reagan?
    Bush sr or jr?

No the current administration, that was able to give corporate criminals almost a trillion additional dollars over TARP,
    as a reward for mismagement,

and just recently 30 billion on a war to capture 100 Al Qeada.

    What makes this conpetition process
for this drop in the bucket so bizzare are three things

    1. schools fundingd are based on adjacent real estatre values therefore schools in poor neighborhoods are doomed to fail, and obviously not in a poaition to compete

2 This system is hampered by Bush's dumb idea of "No Child Left Behind which predicates a childs acheivement on the memorization ofmaterials for massive testing as oppose to actual comprehension of curriculum

3 Defacto Privatization via the Charter school system that removes community input into schools and substitutes itcorporate control and non union teachers,
thus putting dollars for schools into corporate hands

Obama Defends Sweeping Education Reforms in Face of Criticism From Minority and Teachers Groups

President Obama took on critics of his administration’s sweeping education reform plan on Thursday in a nearly hour-long speech at the National Urban League’s 100th anniversary convention. His address came on the heels of news that New York public school students are not performing nearly as well as prior state tests had revealed. We speak with Diane Ravitch, the former assistant secretary of education under George HW Bush and Leonie Haimson, executive director of Class Size Matters.
