Five year plan? Obama/Holder leave office in January 2016, we better have a three year plan! We need too establish and maintain Gun Clubs, and teach our people how too defend themselves!!! When Obama got elected, I was of the opinion that we had eight years to prepare. Man those five years went fast! I suspect his last three will do likewise! Don't forget about the 10 million NEW guns, that were sold when he got elected.
