What made it very successful at it time?
How they establish the economic development success that they had?

In many black enclaves, the people banded together to form their own economic structure(s). In NY it was Harlem, Detroit it was Black Bottom/Paradise Valley. When you circulate money in your community continuously there is economic growth.
