State halts school board member's tutorial service to DPS

Detroit -- A nonprofit company run by a Detroit school board member is losing a lucrative contract to provide tutoring services for district children because it violates the district's conflict of interest policy, according to a letter from the Michigan Department of Education.

Detroit-based Alkebu-Lan Village Tutorial Services, run by school board member Marvis Cofield, has garnered $797,639 from 2005-2009, the district said.

The Michigan Department of Education received a request from Detroit Public Schools to remove the company, where Cofield is CEO, from the list of state-approved supplemental educational services providers for the district.

The department ruled that the district was correctly implementing its conflict of interest policy, according to a letter sent Wednesday, adding that Alkebu-Lan Village Tutorial Services will no longer be able to serve students in the DPS, commencing with the 2009-10 academic year.

The company may continue to serve DPS students enrolled and completing services for the 2008-09 academic year, but may not recruit or enroll any new students, the letter said. The company may serve students outside DPS.
Cofield said he recently was informed of a new DPS opinion stating it was a conflict, so he talked with the members of the non-profit's board and agreed Alkebu-Lan Village Tutorial Services would no longer serve as a tutoring provider for DPS kids under the state tutoring program. The tutoring program is a requirement of the federal No Child Left Behind act. Cofield said the non-profit would continue to serve children through other programs.
