i can well imagine that seeking out compilers (or much of anything) for windows that doesn't cost an arm and leg - and works - could get tricky. but like i said, compilers are standard issue for pc_unixes. heck, one can find all the tools one needs to do anything (and pretty much everything) for free on this side of the tracks!
but, as i said, a google search for gcc turned up MinGW (http://www.mingw.org/docs.shtml). not being a programmer myself, i actually couldn't quite tell if this was what you had in mind until i checked the documentation (http://www.mingw.org/docs.shtml) page. even so, the download (http://www.mingw.org/download.shtml) page confuses me a LOT! i'm not sure quite what to download, but i figure you have more idea of what you want to do ...
