near the bottom of the page where you are entering your post (for new threads), is an option to add a poll.

(it also looks as if that "IE slow posting" "bug" is still around; once one clicks to preview or submit, just wait ... and wait ... get something to drink ... give it a minute or four ... any minute now ... check for new posts in a new tab or new page ... it's coming ...)
