JOB DESCRIPTION:
The Director of Technical Assistance, reporting to the Assistant Commissioner for Capacity Building, will be
responsible for providing direct oversight and planning between the technical assistance providers, communitybased
organizations and Department of Youth and Community Development staff to strengthen and improve the
quality of DYCD-funded programs and build the capacity of DYCD staff. Specific duties include:
• Advise the Assistant Commissioner in the development and implementation of technical assistance
programs and policies;
• Supervise the assigned technical assistance staff;
• Design, engage in and manage effective consulting process and relevant technical services for DYCD
funded agencies, board members, DYCD staff and community groups of special interest to DYCD in
both individual and group settings;
• Develop and coordinate staff development programs;
• Market technical assistance program to DYCD staff to facilitate CBO referrals for services;
• Monitor service utilization and develop strategies to ensure full utilization of budgeted resources; and
• Represent DYCD at conferences, symposia and other forums.
PREFERRED SKILLS:
• Familiar with Community Based Organization (CBO) management and development;
• Familiar with the nonprofit consulting community in New York City;
• Strong interpersonal communication and writing skills, with sensitivity to appropriate delivery
depending on context and audience; and
• Experience as a consultant or trainer of nonprofit organizations preferred.
MINIMUM QUALIFICATIONS:
1. A baccalaureate degree from an accredited college and four years of full-time, professional, technical or
administrative experience in one or more of the following fields: program evaluation, contract
negotiations/management, business or public administration, community relation, or related field; at
least eighteen months of which must have been in an administrative, managerial or executive capacity,
or supervising professional personnel performing work in program evaluation, contract
negotiation/management, business or public administration
2. A four year high school diploma, or its equivalent, and six years of full-time professional, technical or
administrative work experience in one or more of the fields cited above; at least eighteen months must
have been in an administrative, managerial or executive capacity, or supervising professional personnel
as described in “1” above; or
3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have
the eighteen months of administrative, managerial or executive capacity or supervising professional
personnel as described in “1” above.
