Director of Program Management, Operations Department
The After-School Corporation (TASC) was established 1998 to enhance the quality and availability of after-school programs, with the goal of making after-school universal and publicly funded. TASC’s Operations Department, provides support and grants management to more than 200 programs. To do this, TASC secures and re-grants funding from a variety of sources, such as New York State Education Department, the NYC Department of Youth and Community Development, and OSI. Reporting to the Vice President of Operations, the Director of Program Management has overall responsibility for the systems and staff that: approve grantee budgets and program plans; issue grant agreements and review expenditures; ensure that programs comply with TASC policies and other applicable regulations; provide on-site technical assistance and facilitate school-CBO relationships; and manage information about grantees.
Responsibilities:
Supervise TASC’s Director for 21st Century programs and 4-5 program officers who provide grants management support and technical assistance to TASC’s funded programs;
Oversee the development of TASC-operated after-school programs;
Design and coordinate all aspects of program monitoring and technical assistance provided to grantees, including program officer site assignments and site visit and evaluation protocols;
Together with the VP of Operations and VP of Finance, design and oversee grants management systems, including contract development; budget and expense report review and payment policies and procedures, document tracking systems; and the maintenance of grantee files and contact information;
Maintain detailed information about all grantees, including budget and enrollment data;
Help negotiate work plans and contracts with funders (e.g., DOE, DYCD, NYSED) and respond to their reporting requirements and requests for information;
Work closely with development staff to identify funding needs and provide information needed for proposals and applications for new and continued funding;
In collaboration with the VP of Operations and the Director of Citywide Initiatives, develop policies, procedures, and priorities for the department; and
Serve as a member of the TASC managers’ group, which meets regularly to review agency priorities and discuss agency-wide concerns.
Qualifications:
Bachelor’s degree and at least 7 years experience (including supervisory experience) working with public and private non-profit institutions, master’s degree a plus
Ability to manage multiple projects in a fast-paced environment and respond promptly to internal and external inquiries
Capacity to conduct complex negotiations
Excellent communication skills, both oral and written
Attention to detail and high standards for presentation of written material
Capacity to understand diverse funding sources, complex budgets and fiscal analysis
Strong computer skills, especially MS Word and MS Excel
