If a former member is banned and returns under a different user name, how or why are they able to continue submitting threads?

often until we can truely know this the Banned member of the past
but many times we catch it coming in the door and ban that user name
as well , sometime one or two may slip by or until we are sure this one
and the same person , even sometime that Banned person was allowed
to return to the community under good faith .....

how ... because the Internet is a collection of computers, providing lots of different avenues to the same place(s). We could cut off one way, and if the Member is savvy enough, they could come a different way, registering again. This could go on and on and on and on and on and on ...

why ... because we don't usually "know" if a Member is a Member that has been banned, but if we know, and they are abiding by the rules ... we're kewl with that (for the most part) ... 'cause that's all we wanted anyway ... ya know? :)
